SOUTH CAROLINA H.B. 3148 – Cosmetology Education

Summary: Requires that a barber college and teachers at a barber college be registered with the board. Requires a teacher at barber college to have three years experience as a practicing barber and must successfully pass a teacher’s examination as prescribed by the board.

Requires any college that offers hair braiding coursework and a teacher of hair braiding coursework to be registered with the board. Provides that in order to register as a teacher of hair braiding, a person must: (1) be licensed and in good standing as a hair braider for at least two consecutive years prior to licensure as a teacher of hair braiding; (2) have two years professional experience in hair braiding; (3) complete fifty hours of additional coursework in hair braiding beyond the coursework required for initial licensure; and (4) successfully pass a teachers’ examination as prescribed by the board.
